คณะกรรมการจริยธรรมการวิจัย
เพื่อให้การกำกับดูแลการดำเนินงานวิจัยที่เกี่ยวข้องกับมนุษย์เป็นไปอย่างมีประสิทธิภาพ มหาวิทยาลัยพายัพจึงจัดตั้งคณะกรรมการจริยธรรมการวิจัยขึ้น โดยมีหน้าที่คุ้มครองสิทธิ ความปลอดภัย และความเป็นอยู่ที่ดีของผู้เข้าร่วมการวิจัย และกำกับดูแลงานวิจัยภายใต้มหาวิทยาลัยให้เป็นไปตามหลักจริยธรรม ระเบียบ ข้อบังคับ และมาตรฐานสากลที่เกี่ยวข้อง
คณะกรรมการจริยธรรมการวิจัยมีอำนาจหน้าที่ในการพิจารณา อนุมัติ รับรอง ติดตาม และกำกับดูแลการดำเนินงานวิจัย เพื่อให้ความเสี่ยงอยู่ในระดับต่ำที่สุด เพิ่มประโยชน์ที่คาดว่าจะได้รับจากการวิจัย และคุ้มครองการตัดสินใจด้วยตนเอง รวมถึงการรักษาความลับของผู้เข้าร่วมการวิจัย
1. คณะกรรมการประจำและคณะกรรมการสมทบ
คณะกรรมการประจำและสมทบมีอำนาจหน้าที่ ดังต่อไปนี้
1. พิจารณาโครงการวิจัยและเอกสารที่เกี่ยวข้องตามที่ได้รับมอบหมายในการประชุมคณะกรรมการจริยธรรมการวิจัย เพื่อดำเนินการตามขั้นตอนและลำดับการพิจารณาที่กำหนด
2. เข้าร่วมประชุมเพื่อพิจารณาและให้การรับรองในกรณี ดังต่อไปนี้
(1) โครงการวิจัยแบบเต็มรูปแบบที่เสนอขอรับการพิจารณาครั้งแรก
(2) โครงการวิจัยแบบเต็มรูปแบบที่เสนอขอรับการพิจารณาใหม่
(3) รายงานความก้าวหน้าของโครงการวิจัย
(4) การขอแก้ไขเพิ่มเติมโครงการวิจัย
(5) รายงานเหตุการณ์ไม่พึงประสงค์ชนิดร้ายแรง
(6) รายงานการสิ้นสุดโครงการวิจัย และ
(7) เรื่องอื่นตามที่คณะกรรมการจริยธรรมการวิจัยเห็นสมควร
3. ปฏิบัติหน้าที่ในฐานะกรรมการผู้ทบทวนโครงการวิจัยตามที่ประธานคณะกรรมการจริยธรรมการวิจัยมอบหมาย
2. คณะกรรมการกลั่นกรอง
คณะกรรมการกลั่นกรองมีอำนาจหน้าที่พิจารณาโครงการวิจัยและเอกสารที่เกี่ยวข้องตามที่ได้รับมอบหมาย โดยทำหน้าที่กลั่นกรองเพื่อพิจารณาว่าโครงการวิจัยดังกล่าวเข้าข่ายการพิจารณาแบบยกเว้น การพิจารณาแบบเร่งรัด หรือการพิจารณาแบบเต็มรูปแบบ ทั้งนี้ เพื่อให้การดำเนินการเป็นไปตามหลักเกณฑ์และขั้นตอนที่คณะกรรมการจริยธรรมการวิจัยกำหนด
Research Ethics Committee
In order to ensure effective oversight of research involving human participants, Payap University has established the Research Ethics Committee (REC). The REC is responsible for safeguarding the rights, safety, and well-being of research participants and for overseeing research conducted under the University to ensure compliance with ethical principles, institutional regulations, applicable laws, and internationally recognized standards.
The Research Ethics Committee (REC) is vested with the authority to review, approve, endorse, monitor, and oversee research activities in order to minimize risks, maximize anticipated benefits, and protect the autonomy and confidentiality of research participants.
1. Regular Members and Alternate Members
The Regular Members and Alternate Members shall have the following roles and responsibilities:
1. To review research projects and related documents as assigned during meetings of the Research Ethics Committee, in accordance with the established procedures and sequence of review.
2. To attend meetings to review and provide approval in the following cases:
1. Full-board research projects submitted for initial review;
2. Full-board research projects resubmitted for review;
3. Progress reports of research projects;
4. Requests for amendments to research projects;
5. Reports of serious adverse events;
6. Reports of research project completion; and
7. Other matters as deemed appropriate by the Research Ethics Committee.
3. To perform duties as research project reviewers as assigned by the Chair of the Research Ethics Committee.
2. Screening Committee
The Screening Committee shall have the authority and responsibility to review research projects and related documents as assigned. The Committee shall perform a screening function to determine whether a research project qualifies for exempt review, expedited review, or full-board review, in order to ensure that the review process is conducted in accordance with the criteria and procedures established by the Research Ethics Committee.
